Born in Caracas in 1951, graduated as an Electronics Engineer at Simón Bolivar University (USB, 1978), graduation thesis at the Venezuelan Institute of Scientific Research (IVIC, 1978), and post-graduate work in Management at the Institute for Superior Administrative Studies (IESA, 1985-1986).
